The structure Verb (Volitional Form) + (to suruto suruと するト スル) is used to describe an attempt to do something or the moment just before an action takes place. The specific meaning depends heavily on the tense and form of (surusuruするスル).
01
Attempting an Action: 〜とした (to shita)
When used in the past tense, (to shitato sitaと したト シタ), this pattern describes an attempt to perform an action. It often carries the nuance that the action was tried but was not completed, or that it was met with some difficulty or resistance.

When (to suruto suruと するト スル) is in its continuous form, (to shite iruto site iruと して いるト シテ イル), the meaning shifts to describe an action that is just about to happen. It captures the immediate moment right before something begins. This is the most direct way to express "about to do."

The Negative Form: Refusal with 〜としない (to shinai)
