-neqar- "be done" turns a verb with an object into a passive: the object becomes the subject, and the verb takes an ordinary ending instead of an object ending. "builds it" gives "is being built". The one who does it, if named, takes -mit "by".
Illu sanasumit sananeqarpoq.
The house is being built by the builder.

Can Be Done
With -sinnaa- "can" after it, the verb says what can be done to something.
Allamut nuutsinneqarsinnaava?
Is it possible to reschedule it? (lit. can it be moved to another one?)
